The City of Opp currently offers property for both retail and industrial development. At this time, there are open spaces within the city’s industrial parks located on the southern bypass to accommodate any size project. Both parks are development ready with most services and infrastructure currently available.
The planning commission is authorized and empowered to make and adopt a Comprehensive Plan for the physical development of the city, including any areas outside its boundaries which, in the commission’s judgment, bear relation to the planning of the City of Opp. Such plan, with the accompanying maps, plats, charts and descriptive matter, shall show the commission’s recommendations for the development of such territory, including among other things the general location, character, and extent of streets, playgrounds, parks, and other public ways, grounds and open spaces, the general location of public buildings and other public property, and the general location and extent of public utilities and terminals, whether publicly or privately owned or operated, for water, light, sanitation, transportation, communication, power, and other purposes; also the removal, relocation, widening, narrowing, vacating, abandonment, change of use or extension of any of the foregoing ways, grounds, open spaces, buildings, property, utilities, or terminals as well as a zoning plan for the control of the height, area, bulk, location and use of the buildings and premises.
Currently the City of Opp offers a building that is ready for occupancy and expansion.

The Planning Board is hereby authorized and empowered to exercise all powers and do all things authorized to such Planning Board by section 11-52-6 et seq., Code of Alabama 1975, as amended, as it may deem necessary for its work. The Planning Board is also authorized and empowered to exercise all powers and to do all things authorized to such Planning Board by such law, and to exercise such control as it authorized under such law with reference to subdivision of unimproved property.
During the July 1, 2013 meeting, the Mayor and Council adopted the City’s first official Capital Improvement Program.

Downtown Redevelopment Authority
The City of Opp Downtown Redevelopment Authority’s purpose is to revitalize and redevelop the central business district of Opp, Alabama.
The DRA also sponsors many downtown events such as: Opp Fest and the Miss Opp Pageant. Downtown Opp is loaded with events and programs throughout the year. There is something for everyone and new events are being thought of to give you the best experience downtown. Events large and small are designed to give you and your family the opportunity to spend an evening or afternoon downtown and enjoy great entertainment while discovering local shops and restaurants. It shall be unlawful for any person to commence the construction of any building or the plumbing (including gas work) or electrical wiring of any building or the re-plumbing or re-wiring of any building within the city without having first obtained from the city a building permit.
The permit and inspection fees prescribed in the building code are deleted, and the following sentence inserted: “For the issuance of a building permit and the inspection to be made by the building inspector of the city, such person shall pay to the city a fee of twelve dollars and fifty cents ($12.50), plus the sum of fifteen cents ($0.15) per one hundred dollars ($100.00) of the contract price of such construction or plumbing. The gas permit and inspection fee shall be three dollars ($3.00).
The following codes, current edition, are hereby adopted by reference as though they were copied herein fully:
Any matter in such codes which are contrary to any existing ordinance of the city shall prevail and, to that extent any such existing ordinance to the contrary is hereby repealed in that respect only.
Within such codes when reference is made to the duties of certain officials named therein that designated official in the city who has duties corresponding to those of the named official in such codes shall be deemed to be the responsible official insofar as enforcing the provisions of such codes are concerned.
